Open-source has an important role to play in driving how governments, societies, and economies respond to - and recover from - COVID-19. It can also have particular value in catalysing digital transformation and in shaping truly 'smart' cities. Open-source can accelerate digital progress, provide an opportunity to build on global best practice, and strengthen how city administrations engage with digital. Although not a panacea, it is a valuable approach for urban development.
